Fulfillment of obligations of Ukraine under the Protocol on accession of Ukraine to the Energy Community Treaty
The Energy Community Treaty (hereinafter referred to as the Treaty), which Ukraine accessed to in February 2011, establishes a proper legal framework enabling Ukraine to ratify the respective provisions of the EU law, to ensure balanced conditions to increase investments, to enhance energy security and energy efficiency as well as to improve competitive environment as a key factor.
To meet the obligations assumed by Ukraine under the said Treaty the Agency developed the National Energy Efficiency Action Plan until 2020 (hereinafter referred to as the NEEAP) as it is stipulated by Directive 2006/32/EU on Energy End-Use Efficiency and Energy Services.
The main purpose of the NEEAP is to ensure, until 2020, the planned energy saving in amount of 9% of an average final domestic consumption of energy. The NEEAP considers 4 areas of economic activity – services, housing, industry and transport.
Additionally the State Energy Efficiency Agency of Ukraine drafted the instructions of the Cabinet of Ministers of Ukraine “On Adoption of Plans on Implementation of Certain Directives of the European Union with regard to Renewable Energy Sources and Alternative Fuels” and “On Adoption of Action Plan for Implementation of Certain Directives of the European Union in the Area of Energy Efficiency”. The said drafts of instructions envisage adoption of action plans concerning implementation of Directive 2001/77/EU on the Promotion of Electricity Produced from Renewable Energy Sources, Directive 2003/30/EU on Promotion of the Use of Biofuels or other Renewable Fuels for Transport, Directive 2006/32/EU on Energy End-Use Efficiency and Energy Services, Directive 2010/31/EU on Energy Performance of Buildings and Directive 2010/30/EU on the Indication by Labelling and Standard Product Information of the Consumption of Energy and Other Resources by Energy-related Products.
Besides, to ensure implementation of Directive 2009/28/ EU the State Energy Efficiency Agency of Ukraine is elaborating the Action Plan for implementation of Directive 2009/28/ EU and the National Renewable Energy Action Plan until 2020.
